On July 27, 2018 in Tokyo in the conference hall of the Ministry of Land, Transport, Infrastructure and Tourism of Japan the seminar took place on outcomes of the High-Level International Conference on the International Decade for Action «Water for Sustainable Development, 2018-2028” held in Dushanbe 20-22 June, 2018.
The seminar was attended by the heads of relevant divisions and departments of the Ministry of Foreign Affairs, the Ministry of Land, Transport, Infrastructure and Tourism, the Ministry of Education, Culture, Sports, Science and Technology, the Ministry of Economy, Trade and Industry, the Ministry of Agriculture, Forestry and Fisheries of Japan, representatives of the Japan Water Agency, Japanese scholars and experts.
The event was organized by the Embassy of the Republic of Tajikistan in Japan together with the Japan Water Forum in partnership with government departments and agencies and local experts on water issues.
Opening the seminar, the Secretary General of Japan Water Forum, Dr. Kotaro Takemura, told the participants about the invaluable contribution of the President of the Republic of Tajikistan, the Leader of the Nation, Mr. Emomali Rahmon in promoting and addressing pressing water issues at the global level and taking measures to implement the new water decade. Mr. Kotaro Takemura also noted Japan's policy in the framework of the UN's Sustainable Development Goals, corporate social responsibility, investments in the implementation of environmental and social management goals and the participation of business communities in the implementation process of these goals.
Ambassador Extraordinary and Plenipotentiary of the Republic of Tajikistan to Japan Dr. Hamrokhon Zarifi in his detailed speech talked about the policy of Tajikistan in the field of water and sanitation. He drew the attention of the gathered about proposals and water initiatives of the Founder of the Peace and National Unity, the Leader of the Nation, the President of the Republic of Tajikistan, Mr. Emomali Rahmon, from high international tribunes, supported water initiatives, and a large-scale work in their implementation, the country's contribution to the promotion of Sustainable Development Goals.

Professor Kenzo Hiroki, who was a member of the International Steering Committee of the Dushanbe Conference, in his presentation spoke about the participation in the preparatory process of the UN resolution on the new water decade, the history of the adoption of this document and outlined the main directions of further water dialogue after the Dushanbe Conference. Dr. Kenzo Hiroki focused on the most important aspects of the global initiatives of the President of Tajikistan, Mr. Emomali Rahmon and his participation in meetings of the High Level Panel on Water Cooperation. The participants of the seminar learned about the history of water cooperation in the world community since the creation of the UN, the achieved results within the framework of the Millennium Development Goals and the Sustainable Development Goals. At the end, Dr. Hiroki stressed that the new water decade is a strong “Locomotive» to push for global actions towards achievements of all the targets identified in the framework of the SDGs.
Other participants of the seminar, who took an active part in the work of the Dushanbe Conference, also made the presentations. In particular, Mr. Tomoyuki Okada, Director for International Coordination of River Engineering, Water and Disaster Management Bureau of the Ministry of Land, Infrastructure, Transport and Tourism of Japan, spoke about his participation in the International Conference, previous visits to Tajikistan, bright impressions after visiting the Norak hydropower station and the progress of the grand construction project of the Rogun HPP.
Speakers from the Ministry of Foreign Affairs and the Ministry of Land, Transport, Infrastructure and Tourism of Japan in the course of their speeches noted the initiatives, and action plans of Government of Japan at the international level in the framework of achieving the Sustainable Development Goals, the country's efforts to deal with natural disasters and cooperation in these areas with the international community.
Ms. Sae Ishihara, who represented the Japan Water Forum at the Dushanbe Conference, shared the results of her participation in the Conference and the future plans of the Japan Water Forum in this regard.
In the course of the discussions, similar positions were also noted between Tajikistan and Japan on water issues, the joint measures taken to prevent the consequences of water-related natural disasters, the contribution of the Government of Japan to the implementation of projects to provide access to clean drinking water for residents of remote regions of the Republic of Tajikistan, and construction of water systems and communications, including irrigation channels and strengthen the coastal slopes.
During the seminar, a constructive dialogue and exchange of views took place on the outcomes of the High-Level International Conference held in Dushanbe, relevant water issues, enhancing cooperation between the countries in advancing the most pressing problems in the field of water and preventing the consequences of water-related natural disasters.
